RHV High-availability code (#562)
* Ensure HA Reservations are enabled on RHV cluster
* High availability option added to vms
* Added Emptydir Quota
* Updated vm stats and added affinity groups
* Made cluster name variable
* Strengthening negative affinity enforcement for masters and infra
* Added disks to masters, adjusted RAM and disk sizes
* Set enforced AGs to force wait
* Added tags
* Hacked ovirt dynamic inventory to always return eth0 as ansible_host
* Need a different hostname for master lb
